HR Operations Manager Location: UAE Industry: Recruitment & Manpower Outsourcing Reports to: Director – Business Development & Operations Team Size: 5 Staff Members Position Overview We are seeking an experienced and detail-oriented HR Operations Manager to oversee the end-to-end process of visa applications, onboarding, and compliance for our clients and staff in the UAE. This role requires strong knowledge of UAE labor laws, HR operations, and recruitment processes. The ideal candidate will have prior experience in the recruitment industry, excellent coordination skills, and the ability to manage a team while ensuring efficiency, compliance, and client satisfaction. Key Responsibilities Visa & Documentation Coordination • Collect, verify, and maintain a comprehensive database of all documents required for visa processing in line with UAE law. • Coordinate with approved visa typing services and ensure accurate, timely submissions. • Track visa approvals, rejections, and pending cases; proactively resolve issues (missing documentation, improper papers, or candidate-related problems). Onboarding & Client Coordination • Share approved visas with clients and guide them through the next steps. • Follow up with clients for smooth onboarding until staff arrival in the UAE. • Ensure payment collection is timely and aligned with company policies. • Complete onboarding formalities for staff upon arrival (medical, Emirates ID, insurance, induction). Compliance & Reporting • Ensure all HR processes adhere to UAE labor laws, company policies, and industry regulations. • Develop and maintain a Management Information System (MIS) for tracking visa status, staff onboarding, and billing cycles. • Generate periodic reports for management, highlighting operational performance, revenue, and compliance metrics. Team Leadership & Process Improvement • Manage and mentor a team of 5 HR staff members to achieve departmental objectives. • Implement best practices in HR operations and streamline workflows using ERP tools. • Collaborate with internal departments to improve operational efficiency and enhance client satisfaction. Qualifications & Skills • Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred). • 5–7 years of proven experience in HR operations within the recruitment/manpower outsourcing industry in the UAE. • Strong knowledge of UAE labor laws, visa processing, and compliance requirements. • Proficient in MS Office Suite (Word, Excel, PowerPoint) and skilled in maintaining advanced spreadsheets. • Hands-on experience with ERP systems, HR contracts, and HR policies. • Excellent problem-solving, communication, and negotiation skills. • Ability to work under pressure, multitask, and deliver results within strict timelines. • Strong leadership skills with prior experience managing a team.
